Yes. Go through the process of publishing your data, and after you click the green "Review and Submit to be Published" button, you will be able to set a Publication Date that is up to 10 years in the future. This is effectively an embargo.
However, once a dataset is published even if it is under an embargo, the publication (both the content and the description) cannot be changed. The only way modify a publication is to create a new version, which gets a new DOI.
If you decide to change the release date after the resource is published, open a ticket and the PURR administrator will change the release date or lifts the embargo immediately.
